As Blizzard's Diablo Community Manager Nevalistis reports in the official forum, they are currently working on a blog on game balance in Diablo 3. The next test realm (PTR) is also going online. Below is the news.
While the 19th season for Diablo 3 Reaper of Souls is still running, the developers are already busy working on the next patch – including new class sets – and an associated game balance blog. The update has the version number 2.6.8 and the blog should appear before the PTR, according to community manager Nevalistis. When asked about an appearance date, she said "in the next few weeks". There is also some information about the blog:
"The blog is under construction. I did most of the work before the Christmas break and now do some touch-ups after I come back. Now it has to go through the multi-phase preparation for publication: review the text with our development team for accuracy and tone (here it is current), review by our editorial team for grammar and finishing touches and forwarding of this information to our localization teams to translate it into all supported languages. Finally, it is forwarded to all regional community managers for formatting and publication. Website elements are also created and checked , such as headers and thumbnails, or images that all follow a similar structure. Subject to unforeseen circumstances, the blog should appear before the 2.6.8 PTR is released. "
