In the Game of Thrones series we never found out why the mysterious Jaqen H'ghar visited King's Landing. In the novel The Winds of Winter, a solution to the mystery would be conceivable.
Why did the mysterious Jaqen equip H'ghar in game of Thrones a visit to the city of Königsmund and ended there in prison? Arya Stark later released him from captivity, which is why he gave her the death of three people. But why was the Faceless Man in town at all?
According to a popular fan theory, Jaqen H'ghar visited King's Landing to negotiate with King Robert Baratheon about the murder of Daenerys Targaryen. But after King Robert's death, Cersei is said to have changed the contract with the Faceless Man. It was actually the plan that Ned Stark would be sent to the night watch and that Jaqen H'ghar as a supposed prisoner should have killed him on the way to the wall. But after the surprising execution of Ned Stark, chaos broke out and Jaqen H'ghar remained a prisoner, who was then freed by Arya.
But that's just a fan theory. The series never resolved why the Faceless Man was in King's mouth. But that could be the case with the novel The Winds of Winter by George R.R. Martin change. Because his story is still open in the books. There, Jaqen H'ghar appears as a godfather in the citadel to greet Samwell Tarly. But what exactly he intends to do remains to be seen.
