In Patch 9.1 of WoW Shadowlands we can upgrade our legendary items with item level 235 even more. As the developers revealed in an interview, this does not happen with soul ashes.

In Patch 9.1 of WoW Shadowlands you will need a new resource for upgrading Legendarys beyond item level 235. Game Director Ion Hazzikostas and Art Director Ely Cannon revealed in a BlizzConline interview. It is not yet clear what kind of resource this will be, or how it will be obtained. It would be conceivable if they can be earned via Torghast or the new gorge area Korthia.

This is to prevent players from hoarding soul ash and having an advantage when upgrading the Legendarys in patch 9.1. So unless you are saving up for a direct Rank 4 upgrade, it doesn't make sense to stash soul ashes. By the way, hoarding Stygia is not worth it, as we also have to find a new resource for Ve'nari in Korthia. In the interview, the developers also talked about the introduction of a catch-up mechanism for soul ash so that twinks and new characters can get into the Legendary system more easily and produce the right item more quickly.

Since players in Legion were able to wear a second Legendary from a certain point in the expansion, it is assumed that this will also be the case in Shadowlands at some point.
